Council Meeting Timer

Free v1.0.0

Free speaker clock for meetings and Zoom

A free speaker timer for council meetings and virtual sessions. Multi-speaker agenda, warning and alarm colours, beeps, and a simple pop-out display you can share in Zoom. A server-side variant is available when someone in the room — a minute taker or governance officer — needs to control the clock remotely over the internet.

Requires Any modern browser · no server required · GNU General Public License version 2 or later · Package wm-meeting-timer

Why this package?

Meetings that only need a clear speaker clock without installing an app:

  • Time speakers fairly with a visible countdown
  • Run multiple agenda items in one session
  • Share a simple display in Zoom or on a second screen
  • Host it yourself — two HTML files, no database
  • Keep colours, beeps and overtime under your control

The Council Meeting Timer is that clock — used in live council sessions, released free.

Capabilities

What’s included

Package contents

  • index.html — Setup desk — speakers, presets, theme, advanced colours and beeps
  • timer.html — Simple full-screen countdown (query-string compatible, good for screen share)

Current version: 1.0.0

Features

  • Multi-speaker agenda with minutes and seconds
  • Quick presets from 1 to 30 minutes
  • Warning and alarm thresholds with colour stages
  • Optional overtime, blink, vibrate and voice
  • Keyboard control: pause, next/prev, +/−, fullscreen
  • Pop-out simple timer for Zoom or a second screen
  • Dark / light setup theme
  • Two static HTML files — drop on any web server
  • Optional server-side variant: remote start, pause, stop and add-a-minute from another device

Admin

  • Configure warning and alarm times
  • Add, rename and remove speakers
  • Optional colours, font and beep counts
  • Settings remembered in the browser

Front end

  • Large countdown with progress ring
  • Speaker name and “time’s up” state
  • Pause freezes the remaining time
  • Simple timer.html display for sharing

Zoom, reuse & remote

  • Pop out timer.html with the current settings as query parameters
  • Host the two files on any static site or intranet
  • No database, no build step, no tracking
  • Server-side variant: a chamber display plus a separate control page so a minute taker or governance officer can run the clock from another device across the internet

Best suited for

  • Council and committee speaker clocks
  • Virtual meetings and Zoom screen share
  • Workshops, pitches and timed agenda items
  • Anyone who needs a visible countdown without an app store
  • Chambers that need the clock on the screen and control at the minute-taker’s desk

Also available

Server-side remote control

We also offer a PHP-backed variant: one machine shows the large countdown (chamber screen, projector or Zoom share) while another person — typically a minute taker or someone in governance — starts, pauses, stops and adds a minute from a separate control page over the internet. The free zip is still the two static HTML files. Ask if you need the remote-control build hosted or installed.

Documentation

Install, configure & use

Two static HTML files: a setup desk (index.html) and a simple full-screen countdown (timer.html). No CMS, no database. Drop them on any web host or open locally.

Requirements

  • A current browser (Chrome, Edge, Firefox or Safari)
  • Optional: any static web server or intranet share

Install

  1. Download wm-meeting-timer-1.0.0.zip from this page, or use the live copy at /timer.
  2. Keep index.html and timer.html in the same folder.
  3. Open index.html in a browser.

Quick start

  1. Add speakers (name, minutes, seconds) or click a preset.
  2. Set warning and alarm thresholds if you need them.
  3. Start meeting for the full desk, or Pop out simple timer for Zoom.
  4. Space pauses, arrows change speaker, +/− add or subtract a minute, Esc returns to setup.

More detail

Both files stay together. timer.html reads settings from the query string so old bookmarked URLs still work.
